Oasis Foundation research shows that 91% face acute economic vulnerability after leaving the system. Many lack a registered address \u2014 a legal requirement for accessing employment, healthcare, and social benefits in Kyrgyzstan. Without family networks or institutional advocates, care leavers are at disproportionate risk of poverty, exploitation, and involvement in the criminal justice system.
