About Our Vulnerable Youth Programme in Kyrgyzstan

In 2008, Oasis Foundation launched the Vulnerable Youth Support Programme to provide comprehensive, sustained support to at-risk youth and children in Kyrgyzstan. The programme addresses a structural gap in the Kyrgyz social protection system: young people who leave state institutions – orphanages, boarding schools, and specialised facilities – are expected to transition to independent life at 18, often without family support, adequate documentation, or knowledge of their legal rights.

Since its founding, the programme has delivered more than 30 human rights schools, rehabilitation camps, and sports activities for over 1,500 at-risk young people across Kyrgyzstan. Oasis conducts all activities in accordance with the Human Rights Education Programme, the “Oasis 9 Habits” programme, “Sports for Life,” and the “Line Up, Live Up” programme – evidence-based frameworks aimed at improving social and personal skills, and preventing violent extremism and radicalisation.

The programme is formally recognised by the Ministry of Labour, Social Welfare and Migration and the Ministry of Justice of the Kyrgyz Republic.

The Care Leaver Crisis in Kyrgyzstan

Kyrgyzstan operates a network of state children’s institutions – including orphanages (детские дома), boarding schools (интернаты), and specialized facilities – housing thousands of children, the majority of whom have at least one living parent but come from families in crisis. When young people age out of these institutions at 18, they receive a one-time benefit and minimal preparation for independent life.

Oasis Foundation’s research shows that more than 40% of children in conflict with the law are social orphans or care leavers from vulnerable communities who have been left without parental care or adequate social protection. Without a registered address – a legal prerequisite for employment, healthcare enrolment, and access to social benefits in Kyrgyzstan – many care leavers fall into a cycle of exclusion that increases their risk of poverty, exploitation, trafficking, and involvement in the justice system.

Young women leaving care face disproportionate risk of gender-based violence and trafficking. Young men face a heightened risk of criminalization. Children with disabilities face compounding barriers to education and employment. Oasis intervenes at the point of transition and beyond, providing sustained support through the critical first years after leaving care.

How We Support Young People in Kyrgyzstan

Education Access

Many care leavers in Kyrgyzstan face practical barriers to continuing education after leaving institutions – including lack of documentation, unfamiliarity with enrolment processes, poverty, and the absence of a family advocate. Through the Bilim Belek Educational Programme, launched in 2017, Oasis expands access to both formal and informal education for at-risk youth – covering school supplies, transport costs, vocational training fees, and university entrance support. We also work with educational institutions to improve their responsiveness to care-experienced students. Key barriers addressed include child labour, forced marriage, labour exploitation, and limited parental awareness of the value of education.

Life Skills Training

Life in a state institution provides little preparation for the practical demands of independent living. Oasis delivers structured workshops covering human rights education, financial literacy, household management, and self-advocacy – equipping young people with the knowledge to manage their own affairs, understand their entitlements, and make informed decisions. Training is delivered through the “Oasis 9 Habits,” “Sports for Life,” and “Line Up, Live Up” programmes, which are designed to improve social and personal skills and prevent radicalisation and violent extremism among at-risk youth in Kyrgyzstan.

Rehabilitation Camps

Our immersive camp programmes bring together care leavers and at-risk youth from across Kyrgyzstan for structured experiences focused on psychological recovery, community building, peer support, and rights awareness. Camps provide a space for young people to process difficult experiences, build trust, and develop a sense of belonging and identity outside the institutional context. More than 1,500 young people have participated in Oasis rehabilitation camps and related activities since 2008.

Social Protection Navigation

Navigating Kyrgyzstan’s social protection system is complex, particularly for young people without family advocates. Oasis provides one-on-one case management to help care leavers obtain identity documents, register a place of residence, access state housing benefits, apply for social payments, and engage with other state services to which they are legally entitled. We work in close cooperation with social services under the Ministry of Labour, Social Welfare and Migration and with the Children’s Ombudsman to ensure coordinated identification, referral, and comprehensive support.

Vocational & Employment

Economic independence is the foundation of a stable life after care. The Bilim Belek programme connects young people with vocational training programmes, employer partnerships, and safe employment pathways suited to their skills and circumstances. We also conduct large-scale information campaigns promoting education as a tool to combat poverty, gender inequality, and violence — reaching vulnerable communities across Kyrgyzstan with messaging about the value and accessibility of education.

Legal Rights Education

Young people leaving state care in Kyrgyzstan are frequently unaware of the legal protections and entitlements available to them – including housing rights, social benefits, and protections against exploitation. Oasis delivers rights education workshops and individual legal consultations to ensure care leavers understand what they are owed and how to advocate for themselves. We also work at the policy level to develop legislative changes on post-institutional support, juvenile justice reform, and social protection for at-risk youth in Kyrgyzstan.
