This methodological guide, produced by Oasis with German Embassy support, is directed at child protection specialists, juvenile inspectors within the Ministry of Internal Affairs, school social educators, probation officers, and Children’s Affairs Commissions. It covers the legal framework governing minors in conflict with the law in Kyrgyzstan, prevention approaches for reducing repeat offending, and practical tools for working with at-risk youth. The guide includes individual prevention planning templates and describes training content used in Oasis’s own project work, which documented a reduction in repeat offences among juvenile probation clients following targeted psychosocial interventions.
