Produced by Oasis with German Embassy support as part of its Protecting the Rights of Orphanage Graduates project, this guide presents a model framework for post-institutional care – the structured support provided to young people after they leave residential institutions. It covers the goals and scope of post-institutional support, the roles of different agencies (probation councils, local government, employment services, NGOs), practical support methods (legal, psychological, housing, employment), and Oasis’s own project experience supporting over 500 graduates. The manual is addressed to government bodies as a recommended framework for implementing systematic post-institutional support, filling a gap left by the absence of a unified state system for tracking and assisting care leavers.
