Developed by the Department of Probation (Ministry of Justice) together with Oasis, and funded by the German Embassy, this practitioner manual provides social workers, probation officers, local government social specialists, and Children’s Affairs Commissions with structured guidance on supporting the resocialization of adults and minors under probation supervision. It covers individual rehabilitation planning, access to education and employment, housing support, psychological assistance, and the roles of different institutional actors. The guide draws directly on the findings of the 2020 needs assessment and is designed for use in both urban and regional settings across Kyrgyzstan.
The Kyrgyz-language edition of the 2021 methodological guide on probation client resocialization mirrors the Russian edition but is intended for use by Kyrgyz-speaking specialists and local government staff, particularly in regions outside Bishkek where Kyrgyz is the primary working language.
