Preliminary Analysis: Identifying the Needs of Probation Clients and Juvenile Probation Clients

Produced jointly by the Kyrgyzstan Department of Probation (Ministry of Justice) and Oasis, this needs assessment examines the social service gaps faced by adults and minors under probation supervision. Using a mixed-methods approach – legal analysis, desk review, structured interviews with 48 probation clients, and an online survey of 130 respondents – the study maps deficits in psychological support, education access, housing, and employment. A key finding is that nearly half of probation clients lack an individual rehabilitation plan, and only half had received any psychological support. The report was designed to inform the development of the 2021 methodological guides on probation client resocialization.
