Co-produced by Oasis and the NGO Our Voice with USAID support, this report provides a comprehensive assessment of the rights and lived situation of young people who have left state residential care institutions in Kyrgyzstan. It documents the significant gaps between the legal protections graduates are entitled to and what they actually receive – across housing, employment, education, healthcare, and legal support. The research draws on surveys and interviews with graduates and finds that the majority struggle to access basic state services after leaving care, largely because legislation ties their entitlements to childhood statuses that expire at 18. The report makes concrete legislative recommendations to reform the legal framework governing post-institutional support for care leavers up to age 23.
