Identifying the Most Vulnerable Communities Around Bishkek for Child Institutionalization Risk

This internal research report, produced by Oasis in 2016, set out to identify which communities in and around Bishkek are most at risk of placing children into residential care institutions. Building on earlier findings that it is better to prevent children from entering the orphanage system in the first place, Oasis used desktop research, phone interviews, and data gathered from existing studies to narrow Bishkek’s approximately 48 informal new settlements (novostroiki) down to eight priority communities for further engagement. The research establishes that single-parent households and severe financial hardship are the two dominant factors driving institutionalization, and maps the legal, infrastructural, and documentation challenges faced by residents of these settlements. The report concludes with recommendations for community-based intervention as a prevention strategy aligned with the government’s national de-institutionalization plan.
